Community music is a form of artistic expression created through the sharing of musical experiences among people, and emerged in the 1960s as part of the “Community Art” movement. Higgins defines community music from three points of view: (1) music of a community, (2) communal music making, and (3) an active intervention between a music leader or facilitator and participants. He emphasizes the importance of “music leaders and facilitators” for music education in partnership with the community because the practice of community music in school education is a musical exchange between schools and outside organizations.
